Background

Council leases a number of sporting and recreation facilities to community organisations that provide services and programs to support active lifestyles, social connection, and community development.

A number of these leases have expiry dates in 2026.

Council is proposing to grant 10+10 years or 5+5 years years lease (and licence) renewals to the organisations listed below - this means a 5 or 10 years initial terms with a 5 or 10 year renewal optional at the sole discretion of Council.

Under the Local Government Act 1999 (Section 202), Council is required to consult with the community on instances of 'alienation of community land by lease or licence' where the proposed lease or licence is greater than five (5) years.

Policy information

Council’s Leases and Licences to Sporting and Community Organisations Policy (the Policy) provides guidance for the consideration of applications for leases or licenses from sporting and community groups over community land.

The Policy outlines the criteria to be used when undertaking an assessment to grant a new lease or licence, or when renewing a lease or licence.

In line with the Policy, Council offers subsidies on annual rent fees for eligible tenants, and the leaseholder is responsible for the day-to-day operational costs of running the leased facility.
