Background

Whinnen Reserve is located at 5-9 Benbowie Street, St Agnes (behind the St Agnes Shopping Centre on North East Road).

The Reserve consists of:

  • a local level playspace with a picnic table
  • a drink fountain
  • bench seating
  • concrete paths
  • trees and other planting
  • circular concrete area with log seating

There is one small car park off Whinnen Street, and a small community building.

In the 2025-2026 financial year Council has allocated $480,000 to upgrade the Reserve and playspace.

The playspace here is classified as 'local'. Local playspaces largely cater for people living within walking distance of the reserve. They typically provide play opportunities for one age group.

What's proposed?

What is planned for the reserve and playspace upgrade?

  • Upgrade playspace with new equipment, including at a minimum: a double swing (including toddler swing), climbing equipment, and a slide.
  • Rubber softfall installed under and around the new swing, with pine chips used in the remaining playspace area as softfall.
  • Upgrade to existing concrete pad with new log seating and surface graphic
  • New screen planting, new and refreshed garden beds and a new irrigated grass area
  • New rubble path (connecting to St Agnes Shopping Centre)
  • Replace and relocate picnic setting, replacement of existing seating and installation of additional seating
  • Replace existing bin
  • Removal of drinking fountain
  • We're proposing to remove the fence along Benbowie Street and Whinnen Street. The fence is reaching the end of its intended lifespan, and boundary fencing is no longer typically used for this type of reserve.

What's not included?

As this is a local level playspace, the following amenities are not being considered for inclusion:

  • Public toilets
  • Shelters
  • BBQs
  • Shade sails
