Council has received a request from an adjacent property owner to purchase a small portion of Vaucluse Reserve, Valley View.

Background

The landowner has stated the reasons for the proposal to purchase are to extend their undercover carparking to keep their vehicles off the street and protect them from falling gum tree debris.

Vaucluse Reserve functions as a drainage reserve and is part of the Dry Creek biodiversity corridor which extends from the boundary with the City of Port Adelaide Enfield to Wynn Vale Dam. The Reserve is approximately 7,454m2 in area and is contained within Council’s Natural Areas Community Land Management Plan.

What's being proposed?

The area proposed for purchase is approximately 40m2 and represents 0.54% of the total area of Vaucluse Reserve (as indicated by the orange shading on the map). Amalgamating 40m2 with the landowner’s existing property would allow for sufficient space to accommodate another vehicle onsite.

The landowner has signed a deed of undertaking to meet all costs associated with the community land revocation and land transfer, if a sale eventuates. Given the location and zoning (General Neighbourhood Zone), it is estimated the portion of Reserve could be valued in the order of $21k - $23k based on a value of $525-$575 per square metre.

If the sale of the portion of Reserve was to go ahead an independent property valuation by a Certified Practising Valuer in South Australia would be obtained to determine the market value for the land. Council would use the proceeds of the sale to fund improvements within Vaucluse Reserve.

It is noted the proposal would have minimal impact to the Reserve, with key effects including:

  • Council would gain some income from the increase in rate revenue
  • Marginal loss of public open space (0.54%) of the total area of Vaucluse Reserve
  • There would be no change to the function of the Reserve

Community Land Classification Revocation

As Vaucluse Reserve is classified as Community Land, the Community Land classification of this portion of land needs to be changed before any sale can occur. The revocation process requires that Council must consult with the community. If Council decides to proceed with this change, final approval from the State Government’s Minister for Local Government is required.

Community Land Management Plan (CLMP)

The Natural Areas Community Land Management Plan (CLMP) currently includes the portion of Vaucluse Reserve proposed for sale. Should Council decide to proceed, the CLMP would need to be amended to reflect this proposal.
