During the consultation period, a total of 5 responses were received. Of these responses 4 were in support and one was neutral.

At its meeting on Tuesday, 24 February 2026, Council considered the feedback received from the community and made the decision to grant a 5 year lease and licence (as well as an option for a 5 year renewal extension at the sole discretion of Council) to the Tea Tree Gully Athletics Centre.

The lease terms and conditions include:

  • the lease fees shall be initially $1.00 with annual CPI increases on the yearly anniversary date
  • any other terms and conditions as set out in accordance with Council’s Leases and Licences for Sporting and Community Organisations Policy and
  • any other terms and conditions as deemed necessary by Council’s Chief Executive Officer or their nominated delegate which are required for this specific lease and site.

Background

Tea Tree Gully Athletics Centre (TTGAC) was established in 1978 and is located at Balkana Oval in Banksia Park.

TTGAC has 250 junior and senior members and provides programs that foster participation and development in track and field athletics for all ages. Activities available through TTGAC include discus, long jump, shotput, high jump, javelin and track.

What's being proposed?

If approved, the proposal would mean the TTGAC will be granted a 5-year lease and licence, with an option for a 5-year renewal extension at the sole discretion of Council for the building, oval, discus cage and long jump areas.

A lease over the building would allow the TTGAC continued exclusive use over this facility. The oval, discus cage and long jump areas would be under a licence agreement, allowing for continued community use outside of the designated times (see map on this page).

It is anticipated a peppercorn lease will apply providing the organisation meets the criteria in the City of Tea Tree Gully’s Leases and Licences for Sporting and Community Organisations Policy.
