Community Land Management Plan (CLMP)

Maxlay Reserve is located in Modbury Heights between The Golden Way and Maxlay Road.

Maxlay Reserve will be upgraded over the next 1-2 years. These upgrades mean Maxlay Reserve will be classified as a major park and now needs its own Community Land Management Plan (CLMP). CLMPs are important council documents which provide a policy position on the use and management of community land. Community consultation is required for all new CLMPs.

The draft CLMP incorporates the elements detailed in the endorsed masterplan for Maxlay Reserve (see masterplan tab for more detail). These include:

  • Junior and senior playspaces with shade sails
  • Dog park with separate areas for large breeds, small breeds, and single use (see enclosed master plan for proposed inclusions)
  • New pedestrian access points off The Golden Way and Maxlay Road with paths and lighting
  • Irrigated open grassed area
  • New tree planting
  • Indented carparking along a portion of Maxlay Road
  • Potential carpark near the dog park (subject to budget).

Playspace concept plan

The junior playspace will be targeted at 5–9 year old children and the senior playspace will be targeted at 10-14 year old children. The combined playspace concept plan proposes elements including a multi-use half sports court (basketball and netball), sheltered picnic tables, swings, climbing tower, trampolines, slides, seesaw and nature play. Feedback provided by students at The Heights School earlier this year helped inform the draft plan.

Previous engagement

Council has undertaken community engagement related to Maxlay Reserve in the past on proposals to sell a portion of the land for housing and to invest a portion of the funds into the remaining open space. These proposals were not supported.

In June 2022 a concept plan for Maxlay Reserve was endorsed by Council to upgrade the reserve, reflecting the outcomes of community engagement and feedback provided. Since the last update to residents in June 2022, there have been some amendments to the concept plan (now a master plan) including:

  • Staging of the upgrades works over three stages
  • Upgrading the proposed playspace from a ‘local’ level to a ‘neighbourhood’ level
  • Addition of a single use dog park as part of the dog park proposed for stage 2 works.

Funding and timing

Stage 1 of the master plan is fully funded with Council allocating $600,000 as part of the 2025-2026 Annual Business Plan. The state government committed $490,000 to this project during the recent election campaign. A further $500,000 is proposed for Stage 2 works in the draft 2026-2027 Annual Business Plan (subject to Council approval).

It is anticipated that most of the works will be completed within the first half of 2027 (subject to Council budget approval.
