Council decisions/outcomes
During the consultation period, a total of 21 responses were received. Of these responses 16 were in support and 5 were opposed.
At its meeting on Tuesday, 14 October 2025, Council considered the feedback received from the community and made the decision to grant a 10 year lease and license (as well as an option for a 10 year renewal extension at the sole discretion of Council) to the Golden Grove Central Districts Baseball Club, Surrey Downs.
The lease terms and conditions include:
- the lease fees shall be initially $1.00 with annual CPI increases on the yearly anniversary date
- any other terms and conditions as set out in accordance with Council’s Leases and Licences for Sporting and Community Organisations Policy and
- any other terms and conditions as deemed necessary by Council’s Chief Executive Officer or their nominated delegate which are required for this specific lease and site.

Background
The GGCDBC is affiliated with Baseball SA and competes in the Metropolitan League, consisting of 15 clubs. Presently, the club has approximately 400 active baseball and tee-ball members.
In 2022 an election commitment from the State Government was announced, which included funding for the GGCDBC to construct a new indoor training facility. After three community consultations, the project resulted in the Illyarrie Reserve masterplan, including upgrades across the Reserve benefiting the community and the baseball club. A fit-for-purpose indoor training facility is included in the plan, which would serve as a space for hire by other sporting organisations. Construction on this facility is expected to commence in Aug-Sept 2025.
What's being proposed?
If approved, the proposal would mean the GGCDBC will be granted a 10-year lease and licence, with an option for a 10-year renewal extension at the sole discretion of Council for the current clubroom, outdoor training cages, indoor training facility and the two ovals.
A lease over the clubrooms, indoor training facility and outdoor training cages at Surrey Downs would allow the GGCDBC continued exclusive use of these facilities. The two ovals would be under a licence agreement, allowing for continued community use outside of the designated times the ovals are currently in use (see map on the information sheet).
The proposed lease and licence tenure of 10+10 years is designed to provide the GGCDBC with longer term stability, encourage investment in facilities and promote their ongoing sustainability. It is anticipated a peppercorn lease will apply providing the club meets the criteria in the City of Tea Tree Gully’s Leases and Licences for Sporting and Community Organisations Policy.
